Our Background

The Human Resources Department at the Royal Victoria Eye and Ear Hospital was established in 2001 following the completion of an Organisation Review.
The introduction of a centralised Human Resource function was deemed essential to establish Human Resource Management as a key part of our service delivery and to consolidate the human resource workload which was previously carried out by various other sections of the administration department.  

Description of Service

Reporting to the Chief Executive, the Human Resources Department:

  • Advises in relation to the management of the hospital’s 250 staff, including medical, nursing, allied health professionals, clerical/admin and support staff. (Please note that the nursing human resource function including recruitment and selection is managed by the nursing department.)
  • Develops, implements and supports hospital and HSE policy on human resources
  • Plays a key role in strategic and manpower planning for hospital
  • Provides specialist services to management and staff as follows
    1. Recruitment and Selection:
      • Advertising of posts
      • Management of recruitment competitions
      • Appointment of successful candidates
      • Preparation and maintenance of employee contracts
      • Garda Vetting and Pre-Employment Medicals
    2. Industrial/Employee Relations:
      • Provision of an advisory and support service to Line Managers in relation to best practice employee relations
      • Provision of line management training in people management skills
      • Negotiations with staff representative bodies and representing the hospital at third party hearings
      • Compliance and implementation of national agreements including the performance verification requirements of national pay agreements
    3. HR Administration:
      • Provision of an advisory service to line managers and staff regarding HR policy and procedure
      • Provision of an advisory service to line managers and staff in relation to statutory and non-statutory leave and pay and conditions
      • Maintenance of an Employee Information System including census returns
      • Induction and staff training and development

Medical Administration Department

The Medical Administration Department located on the lower ground floor is responsible for the recruitment of NCHD staff. The main intake of NCHD staff takes place on a bi-annual basis in January and June. A major role of the department is to support clinicians in management in the fulfilment of their roles.

We aim to provide and promote a best practice approach in all aspects of the Human Resource function. We are constantly striving to improve and develop our HR service including policies and procedures to meet the ever-progressive legislative changes.
